Syncing of readonly mounts after container completes continues to consume 125+% CPU

The Istio team has a Docker build container that is used to do local builds. After noticing that the CPU was continuing to be used and the fans were running at a good clip, I did some investigation. I just was updated to D4M
Looking at the file sharing resources I noticed that one continued to sync after the build. It was a mount of the ~/.docker directory. I also noted that there was some syncing of other kubeconfig mounts.

Looking at out docker run command I noticed we had some mounts like:
--mount type=bind,source=${HOME}/.docker,destination=/config/.docker,readonly,consistency=delegated

If I removed the ,consistency=delegated from the mount, I no longer see the syncing taking place, nor the CPU usage.

Steps to reproduce the behavior

Run docker run --mount type=bind,source=${HOME}/.docker,destination=/config/.docker,readonly,consistency=delegated hello-world

After it completes (you will see the sync message), com.docker.hyperkit will consume a bunch of cpu.

If you go into Preferences->Resources>File Sharing you will see a .docker shown and syncing files. If you disable that, the CPU will settle down.

docker run --mount type=bind,source=${HOME}/.docker,destination=/config/.docker,readonly hello-world will not cause a spike
